UAE · TAWWER · ERDC · 29 October 2026
TAWWER is live. Pre-approval now has a calendar.
The Emirates Research and Development Council opened TAWWER on 21 October 2026. UAE R&D projects need Council pre-approval before they can sit on a Corporate Tax or Top-up Tax return. This note maps the three official stages, the 2026 transitional window, and how the UAE calendar differs from the UK, Ireland, the US, and Canada.
Last reviewed 29 October 2026. Deadline dates below follow public professional commentary on TAWWER dated 27 October 2026. Confirm the live portal, MoF legislation, and the FTA. Educational. Not tax advice.
What changed
Pre-approval now has a working door
For most of 2026, finance and tax teams could read Cabinet Decision No. 215 of 2025 and Ministerial Decision No. 24 of 2026, and still had no live channel to file a project. That channel is open. Public professional commentary dated 27 October 2026 reported that TAWWER went live on 21 October 2026 and is accepting applications for periods commencing on or after 1 January 2026.
MD 24 Article 4 is the legal hook. A Qualifying Entity must obtain Council pre-approval for any R&D project on which the credit is claimed, in the form, manner, and timeline the Council specifies. Without that approval, the project stays off the return. Strong technical records still matter. They cannot replace the gate.
The five activity tests stay the same. Work must be novel, creative, uncertain at the outset, systematic, and transferable or reproducible, assessed having regard to the OECD Frascati Manual, and carried out in the UAE. TAWWER is where that story is submitted. The FTA is where the credit is taken.

Process
Three stages. Two platforms. One order.
Order is mandatory. ERDC pre-approves the project. You later confirm actual spend on the same platform. The FTA then takes the credit on the tax return. Mixing those steps, or treating TAWWER as a filing system, is the fastest way to miss a window.
01
Project pre-approval
TAWWER · ERDC
One application per R&D project. Sign in with UAE PASS. The entity’s FTA-registered authorised signatory must approve organisation access. Pack the objectives, uncertainties, method, team, estimated Qualifying R&D Expenditure, and supporting records. Outcome may be approved, approved in part, or rejected. ERDC may issue a Request for Information.
02
Expenditure confirmation
TAWWER · within 6 months
After pre-approval, confirm actual Qualifying R&D Expenditure on TAWWER within six months after the relevant period-end. This is a spend lock. The tax return comes later on Emaratax. Keep the seven-year technical and financial file required by MD 24 Article 12.
03
Tax credit claim
Emaratax · FTA
File on the Corporate Tax or Top-up Tax return. Cabinet 215 Article 9 wants proof of pre-approval, a senior-management declaration, a spend breakdown, and audited financial statements. Typical Corporate Tax filing is nine months after period-end. For a 31 December year-end, that is 30 September of the following year.
Access uses UAE PASS. Do not invent a TAWWER URL. Open the live official channel through ERDC and UAE PASS at filing time. Rights and the credit stay with the Qualifying Entity. In a Tax Group, the Parent Company applies for pre-approval and files the claim (MD 24 Article 13).
Deadlines
The 2026 window is the exception. 2027 is the rule.
Professional commentary on the live TAWWER platform (27 October 2026) describes two pre-approval clocks. Confirm both on the portal before you treat a date as a filing position.
| If the period ends | Pre-approval rule described | Why it matters |
|---|---|---|
| On or before 31 December 2026 | Submit within 40 business days after period-end. | A calendar-year 2026 entity still has a short runway into early 2027. The technical file still has to be built while the work is live. |
| After 31 December 2026 | Submit on or before the last day of the period itself. | A 31 January 2027 year-end can have an earlier absolute deadline than a 31 December 2026 year-end. |
These clocks are for TAWWER pre-approval only. Expenditure confirmation (six months after period-end) and the FTA return (typically nine months after period-end) sit on later calendars. Missing pre-approval keeps the project out of the later claim, even if spend confirmation and the return are on time.
Why the technical file has to exist during the work
UK, Irish, US, and Canadian programmes typically let a company assemble much of the technical file after year-end. The UAE clock starts while the work is still live. The narrative, the uncertainties, the alternatives considered, and the systematic record have to be ready for a TAWWER pack inside the window above.
That is an operations problem as much as a tax problem. Engineering already produces the raw material: design files, test results, method statements, sprint records, CAD, commissioning data, change logs, tickets, and commits. The job is to keep those artefacts mapped to a named project so the application is a cut from the live file.
Worked calendars
Illustrative submission dates for three year-ends
Dates below apply the published commentary to common year-ends. They are teaching examples. Business-day counts, public holidays, and portal messages can move the live date. Confirm on TAWWER and with your UAE advisors.
| Period end | TAWWER pre-approval (described) | Spend confirmation | Typical CT return |
|---|---|---|---|
| 31 December 2026 | Within 40 business days after 31 Dec 2026 (into early 2027) | By 30 June 2027 | 30 September 2027 |
| 31 January 2027 | On or before 31 January 2027 | By 31 July 2027 | 31 October 2027 |
| 31 March 2027 | On or before 31 March 2027 | By 30 September 2027 | 31 December 2027 |
Read the trap
January 2027 can close before December 2026
A company with a 31 January 2027 year-end must have its TAWWER applications in by the last day of January. A calendar-year 2026 company still has the 40-business-day runway after 31 December. Groups with mixed year-ends should map each entity on its own clock.
Later steps
Confirmation and the return stay separate
Pre-approval is the first lock. Spend confirmation six months later is the second. The FTA return nine months later is the third. Proof of pre-approval must travel with that return. Late claims are considered only if the FTA accepts them in exceptional circumstances.
Application pack
What a robust TAWWER file actually contains
ERDC public FAQs describe organisation and project information, research objectives, methodology, scientific or technological uncertainties, a workplan, the R&D team, estimated budget, Qualifying R&D Expenditure, and supporting documents. In practice that is four layers plus a cost sheet.
01
Project identity
A plain statement of what the project is trying to achieve, what sits outside the boundary, and which technical field it belongs to. ERDC public materials describe qualifying fields as natural sciences, engineering, or technology. Social sciences, humanities, and the arts are out.
02
Technical baseline and uncertainty
What a competent practitioner already knew at the start. Which published or in-house methods were available. Why those methods could not settle the problem. The hypotheses you are testing. This is the Frascati novelty, creativity, and uncertainty argument, written in specifics.
03
Systematic method
The plan, the experiments, the measurement, and the kill criteria. Sprint records, test plans, CAD revisions, commissioning data, and architecture decision records become useful here because they show a method.
04
People, location, and money
UAE-based R&D Staff under the entity’s supervision. Time allocation. Estimated Qualifying R&D Expenditure across Staff Costs, Consumables, Subcontracting Fees, and Cost Contribution Arrangements. MD 24 ties the 15%, 35%, and 50% bands to average staff counts of 2, 6, and 14. Name the people and the months.
Thresholds that sit next to the pack
| Rule | Public figure | Source to confirm |
|---|---|---|
| Minimum Qualifying R&D Expenditure per project per period | AED 500,000 | ERDC public FAQs. Professional commentary excludes the 30% staff-cost uplift from this floor. |
| Credit bands and staff counts | 15% / 2 · 35% / 6 · 50% / 14 | MD 24 Article 2. Both spend and staff must be met for a higher band. |
| Phase 1 qualifying-spend cap | AED 5 million per entity or tax group | MoF Phase 1 launch and u.ae. Maximum credit about AED 2 million. |
| Record retention | 7 years from period-end | MD 24 Article 12. |
| Small Business Relief | Cannot sit on the same period | Public summaries: an SBR election and the R&D credit do not share a tax period. |

How the UAE clock differs from other economies
The Frascati tests will look familiar to teams that already file in the UK, Ireland, the US, or Canada. The operating model does not. The UAE puts a Council gate in front of the spend year. The others typically reconstruct after the year closes, with their own notifications and forms.
| Question | UAE Phase 1 | UK / Ireland | United States | Canada SR&ED |
|---|---|---|---|---|
| When is the technical file due? | During the period, for TAWWER pre-approval | Typically after year-end on the corporation-tax return | With the return, or later on an amended return for an open year | With the T2 / T661 after year-end |
| Mandatory project pre-approval? | Yes. ERDC on TAWWER, per project | No mandatory equivalent. UK Advance Assurance is optional for some SMEs | No Council-style gate. Form 6765 is the claim vehicle | No pre-approval gate. CRA reviews after filing |
| Who signs off eligibility? | ERDC assesses the project. FTA grants the credit | HMRC / Irish Revenue on the return | IRS on the federal return | CRA on the T661 |
| Money shape | Non-refundable 15 / 35 / 50% bands, staff floors, AED 5M spend cap | Above-the-line credit or relief on the return (scheme-specific) | Incremental IRC §41 credit | Investment tax credit. Refundable for many CCPCs |
| Where the work must happen | In the UAE. Staff location and supervision rules apply | Domestic-activity rules vary by scheme | Qualified research generally performed in the US | Work performed in Canada |
Multi-jurisdiction groups should keep one evidence graph and three claim wrappers. Contradictory binders across UAE, SR&ED, and §41 are a review risk. See the comparison guide for the documentation pattern.

When did TAWWER open?
+
Public professional commentary dated 27 October 2026 reported that TAWWER, the Emirates Research and Development Council’s digital platform for mandatory R&D project pre-approval, went live on 21 October 2026 and is accepting applications for periods beginning on or after 1 January 2026. Confirm current status through ERDC and UAE PASS.
When is TAWWER pre-approval due?
+
Professional commentary on TAWWER describes a regular rule: submit on or before the last day of the Tax Period or Fiscal Year. For periods ending on or before 31 December 2026, a transitional window of 40 business days after period-end is described. A January 2027 year-end can therefore have an earlier absolute deadline than a December 2026 year-end. Confirm the live date on TAWWER.
Does TAWWER grant the tax credit?
+
ERDC assesses project pre-approval on TAWWER. After pre-approval, you confirm actual Qualifying R&D Expenditure on TAWWER within six months after period-end. The Federal Tax Authority grants the credit on the Corporate Tax or Top-up Tax return, typically via Emaratax. TAWWER is the project-assessment platform. Emaratax is the tax-filing step.
What must accompany the FTA claim?
+
Cabinet Decision No. 215 of 2025, Article 9, requires proof of Council pre-approval, a signed senior-management declaration, a breakdown of Qualifying R&D Expenditure, and audited financial statements. Typical Corporate Tax filing is nine months after period-end. Verify the current FTA calendar.
What is the AED 500,000 project minimum?
+
ERDC public FAQs describe a minimum of AED 500,000 Qualifying R&D Expenditure per R&D project per Tax Period or Fiscal Year. Professional commentary states the 30% staff-cost overhead uplift is excluded from that minimum. Confirm the live ERDC and MoF treatment before you rely on the uplift.
